Introduction
Independent healthcare providers in England must be registered with the Healthcare Commission. To register, they need to demonstrate compliance with the Care Standards Act 2000 and associated regulations. The Healthcare Commission tests providers’ compliance by assessing each registered establishment against a set of National Minimum Standards, which were published by the Government and set out the minimum standards for different types of independent health services.

Background
Surgicare is an Independent Hospital, which provides predominately, surgical and non-surgical cosmetic procedures. Other minor general surgical procedures are also undertaken within the establishment. Surgicare has eight in patient beds and is situated on the ground floor of a private office suite, which has been appropriately converted into a healthcare environment.
Consultations and treatments using Class 3B/4 Lasers are provided in the outpatient’s area within designated treatment rooms.
The hospital is situated very close to the main motorway network of Manchester and is easily reached by road. Car Parking spaces are provided within an enclosed shared car park.
This inspection took place on 02 October 2007, and was announced.
Main findings
Surgicare has been inspected against the National Minimum Standards (2002), following a detailed risk assessment. Most of the standards assessed have been met, however there are areas where performance is not of the standard expected and have either been almost or not met. Generally there are robust policies and procedures in place to demonstrate effective management of care.
An Annual Health and Safety report has not been produced and this must be addressed so that the staff and visitors to the premises are assured that all risks connected with the establishment and services provided are identified, assessed and managed appropriately. There is a newly appointed Infection Control Link Nurse and appropriate training and support must be place in order that infection risks are minimised throughout all areas. Clients and patients receive detailed information prior to admission for any procedure or treatment and any complaints related to the establishment are dealt with in an effective manner, with action taken to avoid any recurrence.
The premises are clean and maintained to a good standard. Quality Assurance and Risk Management systems are in place.
